A hawk is diving for prey on the snowy marshlands down below.
The dramatic angle at which the bird is shown is emphasizing the desolate snowy planes beneath. Desolate - but still with signs betraying the human presence: the snowy roofs, the lumber-yard poles and the lone wooden bucket floating in the water, surrounded by water birds, which seems to be what the hawk is aiming at.
